rewrite the numerator \[\frac{-2^3x^3y^3}{4xy^2} = \frac{-8x^3y^3}{4xy^2}\] so simplify the numbers 1st -8/4 = then apply the index law for division, same base subtract the powers \[\frac{x^a}{x^b} = x^{a - b}\] hope it helps
