ok what about if someone a normal student 
not too smart and not too bad
so can they also get scholarship ????
its also depend on SAT or ACT score 
these two test have a very short time 
well i believe , do some awesome things during  short time represent smart
but if someone do same things and take more time doesn't mean that he is not smart  :( :(
