It depends on what you are writing: A research paper, persuasive paper, narrative paper. Basically in a research paper you start by asking a question that will contribute to your topic, and from that question you can create you're thesis, which means that's the start point where you can revise your thesis, just after gathering ideas, and taking heed if your research is complete and clear. However, in the other types of writing I listed above, you start with writing your introduction, and a thesis statement will usually come at the end of the intro---not usually at the end, but as long as you have the main statement of your essay--then you can revise it from there, before developing the other body paragraphs, because usually the thesis statement gives you the start to write the body paragraphs which follows the key elements (main points) of your thesis. That's why it is good to start developing your thesis statement before venturing into the body paragraphs.
