The graph is telling you where the spider is (y axis) every second (x axis). So for instance, at 6 s the spider is 0.5 m in front of the fly (remember, the fly is the reference point and so sits at 0 m).

If there is a change in position over time, the spider is moving. If time passes but the spider's position isn't changing, the spider is staying still. You can see that from 7-11 seconds, the spider remains in the same position. That makes C your answer!
