The reference point in this graph is a fly in the middle of the spider's web. During which time interval does the spider not move?

The graph is telling you where the spider is (y axis) every second (x axis). So for instance, at 6 s the spider is 0.5 m in front of the fly (remember, the fly is the reference point and so sits at 0 m). If there is a change in position over time, the spider is moving. If time passes but the spider's position isn't changing, the spider is staying still. You can see that from 7-11 seconds, the spider remains in the same position. That makes C your answer!
