Your paper needs to have a density between that of water and oil. When you mix a bunch of different substances together, they separate based on their density, with the most dense substance sitting on the bottom and the least dense substance sitting on top. (It's a bit more complicated than that in reality...Archimedes' Principle may come into play, but I think this is enough to answer your question!)
