One reason would be while there forces where scattered up north dealing with Germanic problems, they got raided! The Germaneness tricked them and while Rome sent troops north they ambushed the troops and continued down south towards Rome. Another reason would be because of a plague that was going around, causing almost 50% of the western roman civilization to die.
