More sensitive areas have more receptors that sense pressure, temperature, etc., thus making them more sensitive to touch than others. I think there are more there because they are considered more important to the body or easily damaged. The face, with its proximity to the brain, has more receptors than between your toes. Although, I think the middle of the back doesn't have as many even though it is near the spine, so there may be more to this.
