Does mRNA hydrogen bond to DNA for a short period during transcription. If so, how does this happen and end?

In transcription Helicase 'unzips' the DNA strands, after a RNA promotor is added RNA Polymerase attaches and flows directionally down the strand from the 3' end to the 5' end added nucleotides. When the section needed is complete Ligase cuts the hydrogen bonds between the mRNA and DNA strand releasing it.
