medal Why do county governments have the reputation of being "difficult to deal with"?

OpenStudy (anonymous):

There is no chief executive to organize the overlapping spheres of authority. Over-powering county managers have big egos and wield too much power. They must consult with the governor before they can pass anything. They do not have the funds to accomplish big goals.
