Why did the Tokugawa Shogunate see a rise in popular culture, during which time visual arts, literature, and performing arts thrived? The period of the Tokugawa Shogunate was a violent and hostile time that did not see growth in popular culture. The Tokugawa shoguns closed the country's borders, which allowed its own unique culture to develop. Commodore Matthew Perry arrived in Japan in the 1850s from the United States. New firearms were brought from Portugal and were used to eliminate those who opposed the fine arts.
