Well, when you burn paper it's not going to be paper anymore.. That's why it's an chemical change. I don't understand the question 100% but I'll let you know this.. When water evaporates it's an physical change because it's still water, but in a different form.. When paper is burned, it's no longer paper, at all.. I would say it's C.
