You can figure it out by crossing out the most obvious wrong answers. You know that to have a dotted line, you have < or >. BUT you have a NOT dotted line, so that means that you have <= or >=. Understand? That crosses out option D.

Next, to have the shading UNDERNEATH the line, you have to have <= (less than or equal to). To have it ABOVE the line, you need it to be >= (greater than or equal to). This now allows you to cross out B and D. You have to now choose either A or C.

Graph those equation, and see if they match your original graph. For example:
