Can the word 'instigator' be used to describe an object?

Well...maybe. I know that's totally what you wanted to hear. Usually  "instigator" is used to describe a person who brings about or causes something to happen, but if an object instigates something, I suppose it could. But it's unlikely.

if an object symbolises something, does it mean that it is personified?

Well, yeah kind of. Personification is when an object is given human-like qualities, so in this case, I guess yes it could be used to describe an object.
