this is from my text book: Justice John Paul Stevens wrote for the majority that the Line Item Veto Act circumvented the legislative procedures which were clearly spelled out in Article I of the Constitution. :If there is to be a new procedure in which the president will play a different role... such change must come not by legislation but through the amendment procedures set forth in Article V of the Constitution. A line item veto enables presidents to veto only certain lines or items in a bill. People argued that the act shifted the responsibility of making spending cuts to the president, rather than congress. the supreme court ruled the act unconstitutional because it challenges the principle of separation of powers.
