The actual Latin meaning is, "it does not follow" or "not sequential." In humor they use that literally, like someone jumping topics, to make something seem funny. Still, it has more to do with the lack of links than it does the intention to be funny. In logic and argument it is a fallacy (false argument) that is caused when the conclusions are not actually derived from the source.
