I have a question, but I don't know where to put it, so I'll put it here. I know that people are putting poems in the writing area, but am I allowed to put stories that I'm writing, one chapter at a time?

It is goal dependent. If someone is posting for basically cheap publication, that is not really an open study thing. If you are trying to get feedback or corrections, that is different. Also, the more educational value the more it is in line with the goals of the site.
