I need a little help with an assignment. I keep doing research but I'm not very good when it comes to Government to begin with. I have to write an essay about a public policy (I'm thinking about Homelessness) But I don't know what bill I should look at, if there is one at all.

Things that need to be included in essay are
the issue or problem that the bill addresses.
public policy idea including text from the bill (this is what is really messing me up)
different perspectives on addressing the issue.
who and what is impacted by this policy.
cost and benefits
recommendation to either support or repeal a policy that already exists (i need a lot of help here) or vote for or against a policy idea.
and strong evidence is needed. I also need to use MLA style citation. i learned this but if you can reinform me that'd be great.

i looked at the first site, wasn't much help because i'd have to purchase the full thing. the essay helped with addressing an issue, and another issue towards the end about business, but I won't be able to work with an essay already written. Do you have a link towards a bill about homelessness? I'm not too sure I understand what a bill really is.
