why is chemical energy of a battery potential energy and not kinetic energy?

because it is not producing any work. You can compare with the stone in the top of the hill or the water stored in a tank on top of your house. Then if you connect the battery to a light-bulb, the chemical energy (potential energy) is converted in electric and light energy (kinetic energy)
