Does anyone know what the letter was or called where several colonies agreed on it and they had a debate on whether to send it to england?? during the 1700s before the american revolution

i dont recall, but there were like 90+ people who agreed and something like 30 less

the colonists were like shoving this letter to england, showing them that a lot of them agreed?
