So according to two of the devs, there is only one 100.

So that means I am correct about the existence of elitism. If you helped people only with 99 smart scores (ahem) or within 95-99, then you might as well get a chance of getting 100. The only thing is that even though that smart score does not determine the level of knowledge a person has, a handful of people with 99 can be considered knowledgeable.

Gather your elite friends and help each other... and achieve 100 :)
It is time to game the system systematically without cheating ;)
