Typically, "Scientific Notation" requires something non-zero to the left of the decimal.

Okay, now I'm confused. Let's quit asking negative questions. A - A little unusual, as there is no decimal portion. It's still Scientific Notation. B - Obviously is. C - Obviously is. D - Does not meet the the left-of-the-decimal criterion. NOT scientific notation.
