Why did independent Greek city-states develop instead of a single state covering the entire Greek peninsula? (Points : 3) The climate in the north was unfavorable for farming. Mycenaean kings could not effectively rule vast territories. There are only two major rivers on the peninsula. Rugged mountains and hills made inland contact difficult.
