Well, I am not sure why you would have originally chosen c based on the meaning of ethnic. Since I have studied sociology, I am really familiar with this concept. In fact, minority relations was my focus, so I really, really understand ethnic groups. They are all about culture, religion, language, and things like that.

I looked up cencus data: http://quickfacts.census.gov/qfd/states/45000.html Foreign born is another way of saying immagrants, so I doubt C.

If you look at those answers, you have 3 ways of saying basically the same thing and one that is different.

"not american citizens by birth" means immigrants, both legal and illegal... but immigrants none the less. When you are naturalized you become a citizen, but that is part of the immigration process. Well, if you look at the cencus data it says: Foreign born persons, percent, 2008-2012, 4.8% So only 4.8% living in SC started in a different country.
