If you look at how Matrix Multiplication works: http://assets.openstudy.com/updates/attachments/515c4ceee4b0507ceba37899-e.mccormick-1369021610530-matrixmultiplication.png You want a 4 row by 2 column "Totals for each class" matrix which you plan on multiplying by a 2 row by 1 column "school receives" matrix. That will result in the total per class when multiplied. Then it is easy enough to add up all the numbers in the answer to get the last question.
