Is threatening suspension a suspend-able offense?

So I've come across a group of users that will act like a gang and regularly threaten anyone they dislike, anyone that offends a member of their group etc. with suspension.

So I use this post to a) petition for an abolition of the community suspension
b) a suspension each and every time these kids threaten someone with something only moderators can

The community suspension works based on numbers. I believe it's 5 people or 5 reports and the automatic 24 hour suspension kicks in.
