True. You can picture and empty elevator moving at 0.2g easily. When something or someone is inside and going up, you can view the situation as the elevator dragging that thing/person. If you drag something straight up with constant velocity, you are exerting a force mg; but if you are also accelerating, you (as an elevator) will be exerting a force m(g+a). a in this turns out to be 0.2g.
