From rest means \( v_0 = 0\). You have the initial velocity, final velocity and also the times it took to accelerate. And so you can figure out the acceleration with that information. Once you've done so, you can find the magnitude of the \( F_{net}\) (there are no forces opposing the rocket's motion and the number of rockets is not mentioned either).
