Imagine you are a candidate for president. Your campaign manager tells you that Social Security reform is the “third rail of politics” and is considered an issue to be avoided. Why would your campaign manager give you this advice? Your election platform is not focused on domestic issues. Reform measures do not poll well for new candidates. The program is not popular with young voters, who are crucial to elections. The program is popular with seniors, who vote more often than other groups. There is no reason to discuss Social Security with the public.
