my advice is to graph it at https://www.desmos.com/calculator that's the easiest way to find those things

well the vertex form of a parabola is \[y = a(x - h)^2 + k\] the vertex is (h, k) the line of symmetry is x = h the max or min value is y = k both parabolas are concave up so have a min value the domain in both questions is all real x. the range is determined by the max or min for a min y > = k for a max y < = k hope it helps
