What were the practical consequences for the different foreign policy interests of the U.S. and the Soviet Union during the Cold War? (not looking for answers, looking for help)

The Soviet Union and US were getting more frustrated with each with how to deal with the defeated nations of World War II: The US thought they should build Germany up so nobody like Hitler could come to power again and the Soviet Union thought that the shouldn't let Germany stay weak to punish them for the war altogether. Right?

All I could think of was the way the USSR and US would use their control of nations and support different revolutions to either encourage communism or capitalism. A lot of people died because of their involvement. Is that all that the question is asking?

In other words, the question is asking what were the differences of their foreign policy i belive ..i think u got it :)
