The first thing I notice is the 'original' printing on the package: Republican. That means that this politician was originally a Republican, then ind., then democrat. A donkey is opening the present, so assume that this guy just swapped parties. Additionally, the "one" in the word bubble emphasizes this observation.

Politicians swap parties sometimes, maybe often (don't know), to fit their audience (the biggest group of voters who'll vote them in). It's a sad case of audience bias and fair weather fans.
