x=-1 means that for any y value on the graph you will get a x value of -1, which would be a vertical line at x=-1. y=-1 means that for any x value, y will be -1. So you have a horizontal line at x=-1
Looking at your graph, y=-1 is the line. From that, you can look at the shaded part and see what happens when if y is greater than -1 or less than -1 Since the shaded part is above -1, then y is greater than or equal to -1
