Multiple possibilities. Party politics--they trade votes. Personal beliefs--they believe they know more or know better than their constituents. Money--they have money riding on it in one form or another, both legal and less than pure. Party politics--voting the party line against the interests of the people because they believe keeping the party intact and strong is more important for their constituents (and future elections) than an individual issue. There is no end to the reasons why they might do this.
