I believe the right answer would be A. Why our city needs better public transportation

Reason: The speech has to be persuasive, so the title indicates an essay that is going to persuade the audience to agree that the city needs better public transportation. The three types of bad drivers on the other hand, sounds descriptive, it won't persuade anybody about anything.
