I'm not quite sure how to head into this question.

you're given y intercept = -4, which is the starting value of the function at x = 0
and you know that slope = rise/run = 2/1 that means the y value increases by 2units for every 1 unit increase in x value
y=mx+b again so figure out the y, just need to plug some numbers. m = 2 y intercept = -4 x = 6 leggo!
if you start at -4 and take 6 leaps of 2 units each to up, where would you end ?

Ganeshie gave a great explanation of whats going on, I give you the equation just plug in the numbers for the given variables which I also gave you.
2 = 0x - 4 ?

y = mx + b plugin m=2, x=6, b=-4
-4 = 6x +2
Not quite, remember we figured out m is the slope? Y intercept = b
y = 2(6) + -4 ?
There we go, continue.
y = 12 - 4 y = 8 !!
