AFAIK, it's making sure that text input is upper/lowercase so that you can compare it to a literal. Example: to_lower( "oPenStUdy" ) == "openstudy"

to behave normal is normalization :-p

It depends on your context. You can normalize a database table where you convert it to first normal form (1NF), 2NF, 3NF and 4NF by making minor changes.
