No. The closest. Can be left or right.

Ok, so 14 stays the same because the number on the right is less than 5. while 9 is added to 1 because the number on the right is greater than 5. So it becomes, 14 - 10

and so the final answer is, 4.

Yup. So b it is. The 2nd one should be easier as you round down only.
