Hmm...if it was a run-on sentence, it would consist of 2 independent phrases.
A sentence fragment consists of only ONE DEPENDENT phrase. Meaning, it's not a full sentence, or does not express a complete idea.
A complete sentence has a subject and a verb predicate.
