Actually if this was algebra 2, and there was a phrase 'at most', you would usually have an interval or a range of numbers. But since it was just asking for 'a number' then you could stick to either greater than or at most ">" or equal "=".

Scratch that it should be "less than (<)" not greater than for at most. :)
