Gravity would be bringing him down, while the air resistance would be pushing him up. Have you ran in the opposite direction of the wind? Well it's like that. the wind is pushing you back and you have to try harder to walk, and you walking slower.
The gravity is pulling you down put the air is trying to slow down the process.
The parachute stops the wind resistance and gravity at the same time an makes go fall down slower than you would have with out it.
