Volume of a cone is \[\pi r^2 h/3\] and the volume of a cylinder is \[\pi r^2h\] Given that for the cone to fit in the cylinder, the base and height must be the same. This means that the volume of the cylinder is 3 times that of the cone - i.e. 3x24 = 72

The volume of a cone is 1/3 the volume of a cylinder. And since the volume of our cylinder is 24, we divide the volume of the cylinder by 3 to get the volume of a cone that fits perfectly in it.
