Well, I would go with A; partially because the atmosphere is rather cold anyway... and if more or less water was moved from the hydrosphere it would result in either more or less precipitation

from the hydrosphere to the atmosphere - > drought from the atmosphere to the hydrosphere -> rain / flooding
