this question is closed but I want to respond so you will know for next time.
since the flags are similar think of the bigger as an enlargement of the smaller
the ratio will be the same factor
(3x + 11)/16 = 4x/14
multiply each side by LCD
7(3x + 11) =8(4x)
21x -32 x =- 77
x = -77/-11 = 7
to verify
4x = 28
3x + 11 = 32
the bigger is twice the smaller
28/14 = 32/16
