since the flags are similar think of the bigger as an enlargement of the smaller
the ratio will be the same factor

(3x + 11)/16 = 4x/14
multiply each side by LCD
7(3x + 11) =8(4x)
21x -32 x =- 77
x = -77/-11 = 7

to verify
4x = 28
3x + 11 = 32
the bigger is twice the smaller
28/14 = 32/16
