you can start by stating Halloween and its cultural impact today. like how most Americans celebrate it. you can mention other culture's versions of the holiday, like Mexico's Dia de los Muertos. Im sure even african tribes and other societies have stories about the dead. another paragraph could be about Halloweens origins, taboos, myths - just general "spooky" stuff like that and how they all relate in some way. a third paragraph could explain accidents and precautions people should take on Halloween. or even the dangers of it that  could've been influenced by media, like that one horror film from that one point in time. (Halloween).

For a good essay, strat with he history behind the holiday and then progress your way into the present. For example; 
Talk about how halloween became a holiday
talk about why the people wore costumes (it is quite interesting actually)
then just progress onward. 

Just pretty much do a lot of research then put it in your paper in chronological order.
