A: German factories could no longer produce iron ingots. B: Kaiser Wilhelm instituted a series of social reforms in Germany C: The Second Industrial Revolution began. ***C***. I don't see how social reforms had any effect, and steel is made from iron(disproving A)

The Second Industrial Revolution was characterized by the build out of railroads, large scale iron and steel production, widespread use of machinery in manufacturing, greatly increased use of steam power, use of oil, beginning of electricity and by electrical communication
