Well since there is 100 cents in a dollar, and you are trying to find out what percent of a dollar is 15 cents, you are going to have to 15 (15 cents) over 100 (100 cents) like so : \(\rm \large \color{red}{\frac{15}{100}}\)

Now to figure this out we need to divide 15 by 100, so what is 15/100?

15/100 is 0.15 and to convert 0.15 to a percent you multiply it by 100, and get 15%
