um..... I think you just have to know what you are doing like 4.5 times 2 and then 3 times 1 then plus two I say its 8 but I dont know what it is

now equate the derivative which is actually the slope with zero,so 9x-3=0 x=1/3 ok?

now put value of x in the first equation\[y=4.5x^2-3x+2=4.5(1/3)^2-3.(1/3)+2=0.5-1+2=1.5\] so the points where tangent is horizontal is-- \[(1/3,1.5)\] got it?
