It led to bootlegging and a rise in organized crime- so it is the last answer: "Organized crime took over the distribution of alcohol."

So the first one would be correct as well- but the US govt soon found out that this wouldn't work because eventually this would lead to crime and etc.

Bootlegging is technically smuggling illegal alcohol.
