I think you have parts 1 and 2 correct - the dog was already in the car in part one I'm assuming ? Yes, for part 3 you can use F=mv^2/r to find the tension in the string.

OpenStudy (anonymous):

The negative velocity in part 2 just means that jesse's car was coming towards jenny. In part 3, tension is a force and so the unit will be Newtons. You have the right number.
