When a Lunar Module landed on the Moon, it used thrusters to slow its descent to the surface. When other spacecraft are returned to Earth, they use parachutes to slow their descent. Why wouldn't a parachute be useful on the Moon?

there is pretty much no atmosphere on the moon, and if you want to say there is, its effects would be negligible. Essentially, the atmospheric gases on earth can act on the parachute and slow down anything attached to it, this is not the case on the moon.
